Tenders are invited for Hook-Up and Sectional Replacement of Flowlines and Pipelines in Oando Energy Resources Nigeria Limited Land and Swamp Locations Date Added: December 1, 2025 Deadline: 22/12/2025 Category: Oil & Gas 2. SCOPE OF WORK The scope of work covers includes, but not limited to the following: I. The sectional replacement of damaged, corroded, or stolen flowlines and pipelines within the OERNL Land and Swamp Areas to restore system integrity, ensure safe operations, and support new well hook-ups. Activities include engineering, procurement, construction, installation, testing, and commissioning works. II. Conducting site surveys and developing engineering documentation (Welding Procedure Specification (WPS), Procedure Qualification Record (PQR), Inspection and Test Plan (ITP). III. Procuring all required materials, long-lead items, and consumables. IV. Performing site preparation, excavation, welding, coating, and backfilling of pipelines. V. Installing flowline/pipeline components (SOVs, chokes, supports and hook-up arms). VI. Executing NDT, hydro-testing, tie-ins, and commissioning activities. VII. Carrying out river crossings, protective coating, and site restoration to pre-construction conditions. 3. MANDATORY REQUIREMENTS To be eligible for this tender exercise, interested contractors must be pre-qualified under product code 3.05.01 Steel/Piping/Mechanical Services in the NipeX Joint Qualification System (NJQS) database. Click on Products/Services tab to view your status and product codes. b) If you are not listed under the required product/service category but you are registered with DPR to do business, visit the NipeX office at 27b Oyinkan Abayomi Drive, Ikoyi, Lagos with your DPR certificate for verification and necessary updates. c) To initiate the JQS pre-qualification process, visit www.nipex-ng.com and click on services tab followed by NJQS registration. d) To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system. 4. NIGERIAN CONTENT Bidders are invited to demonstrate full understanding, willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 and Insurance Act 2003. Consequently, bidders submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act. The documentation for evaluation shall include but not be limited to the following: a). Provide evidence of the companys ownership structure (Forms CO2 and CO7), as well as proof of registration on NOGICD JQS and a valid NUPRC Permit. b). Detailed description of the location of in-country committed facilities & infrastructure (e.g administrative/technical offices, workshops, assembling areas, etc.) in Nigeria to support this contract. c). In line with the NCD Human Capacity Development Initiative, the bidder shall commit to providing project-specific training, including man-hours, budget, skills development, and an understudy plan for Nigerian personnel, utilizing OGTAN-registered trainers or other NCDMB-approved training institutions. d). Submit the tenderers corporate organizational structure and the project/contract-specific organogram. CVs of all personnel listed in the project organogram, as required by the client and the service, must also be submitted. For any position proposed to be filled by an expatriate, the tenderer shall provide evidence of approval to obtain an expatriate quota from NCDMB prior to deploying such personnel for the execution of this work scope. e). Provide evidence demonstrating that at least 50% of the equipment required for the scope of work is owned by Nigerian entities. f). Provide Category C Nigerian Content Equipment Certificate (NCEC) issued by Nigerian Content Development and Monitoring (NCDMB) in respect of the mentioned equipment. g). Details of in-country procurement plan and Binding MOA to source goods and materials. NOTE: Non-compliance with Nigerian content requirements is a FATAL FLAW. 5. CLOSING DATE Only tenderers who are registered with the relevant NJQS product/service category: 132.05.22-3.05.01 -Steel/Piping/Mechanical Services category as at December 22, 2025 being the advert closing date, shall be invited to submit Technical Bids. The strategy is to award Four (4) contracts for Land Area and Four (4) contracts for Swamp Area at the end of the tender exercise to the lowest technically qualified and commercially responsive bidders. A contractor can either win in Land Area or Swamp Area and NOT in both. Furthermore, any contractor selected under this tender exercise will not be eligible to receive an award under the separate Leak Repairs tender.
