Stara, The City Of Helsinkis Construction Services Company (Hereinafter Also Stara, The Procurement Entity Or The Client), Requests Your Offer For Vibration Measurements And Inspections Of Infrastructure Construction Activities In Accordance With This Request For Tender And The Documents Attached To It. The Procurement Is About Service Procurement. The Object Of The Acquisition Is Mainly Inspections, Protections, Expert Opinions And Vibration Measurements Related To Infrastructure Construction And Mining Works. The Services Are Performed At Staras Workplaces In The Helsinki City Area, E.G. In Excavation Work On Infrastructure Sites, Ground Reinforcement Work And Other Sites That Require Inspection And Vibration Verification, As Well As In Projects That Require Expert Opinions And The Protection Needs Of Vibration-Sensitive Equipment. The Services Are Performed In Accordance With The Service Description In Appendix 2 Of The Request For Tenders. The Contract For The Implementation Of The Service Is Made In Accordance With The Contract Model Provided In Appendix 1 Of The Request For Tenders. The Duration Of The Contract Is January 1, 2026–December 31, 2026. The Procurement Establishes A Framework Arrangement For Which Two To Three (2–3) Service Providers Are Selected, If There Are This Many Acceptable Offers. Invoicing Takes Place On The Basis Of The Completed Works In Accordance With The Measurement Protocol Approved By The Customer. The Selection Criteria For Site-Specific Orders Placed During The Framework Agreement Is Primarily The Cheapest Site-Specific Total Price. The Quantities Presented In The Tender Documents Are Estimates Of The Future Work, And The Contract Does Not Constitute A Quantity Purchase Obligation For The Customer. The Quantities Of Work That Are Finally Realized Can Be Either Smaller Or Larger Than Those Estimated At The Request For Tender Stage, And Changes In The Quantities Do Not Affect The Unit Prices. Framework Contract Suppliers Do Not Have Exclusive Rights To The Products Covered By The Framework Arrangement, Nor The Exclusive Right To Produce The Works That Are The Subject Of Procurement. The Customer Liability Act Applies To The Services Covered By The Contract
