The Aim Of The Services To Be Awarded Is To Sustainably Improve The Economic Performance Of The University Hospital Of Cologne By Identifying, Prioritizing And Implementing Revenue-Increasing And Cost-Reducing Measures And Adapting Organizational Structures And Processes To Future Requirements. The Program Is Intended To Achieve Short-Term Liquidity And Earnings Contributions, While At The Same Time Strengthening The Companys Strategic Competitiveness In The Medium And Long Term. As Part Of The Delivery Of The Order, The Contractor Will Record The Existing Potential, Derive A Reliable Portfolio Of Measures For All Relevant Service Areas, Control The Implementation Of These Measures In A Structured Program And Monitor Them Using Key Figure-Based Controlling. In Addition, The Contractor Is Expected To Install Effective Change Management That Involves Employees, Faculty And Other Stakeholders In The Transformation Process. The Identified Operational Potential Lies Primarily In The Medical Service Portfolio (Optimization Of Case Mix, Length Of Stay, Operating Theater Capacities And Outpatient Care), In Material And Material Cost Management, In The Structures Of The Subsidiaries And Administrative Areas As Well As In Personnel Requirements And Shift Planning. The Contractors Services Are Expected To Include The Following Areas In Particular: - Analysis Of The Initial Economic Situation, Including Benchmarking With Comparable Companies, Uncovering Earnings And Efficiency Potential And Deriving A Reliable Business Case. - Development, Prioritization And Detailing Of A Catalog Of Measures To Increase Revenue (E.G. Operating Room Utilization, Expansion Of Highly Specialized Services) And To Reduce Costs (E.G. Materials Management, Energy Costs, Process Digitalization, Personnel Structure). - Establishment And Operation Of A Central Project Management Office (Pmo) To Manage All Sub-Projects, Including Change Management, Communication Strategy And Management Training. - Conception And Implementation Of A Key Figure-Based Control And Reporting System (Performance Dashboard) As Well As Sustainable Implementation Controlling To Ensure The Permanent Anchoring Of The Improvements Achieved. In Addition, The Contractor Must Identify Further Potential For Increasing Economic Performance, Develop Appropriate Solution Proposals And Support The Implementation.
