Transport Services (Excl. Waste Transport) – Organization And Implementation Of Intercantonal Prisoner Transports. The Aim Of This Tender Is To Evaluate A Service Provider Who Ensures The Regular Intercantonal Transport Of Prisoners Across Switzerland Between Different Official Institutions Using Secured Vehicles From January 1, 2028 For The Next 5 Years (Optionally Extendable Twice By 3 Years Each). The Provider Is Free To Decide Which Route He Uses To Transport The Prisoners. The Scope Of Services Includes The Construction, Operation And Further Development Of A Scalable Transport System As Well As Operational Monitoring And Coordination, The Training And Further Education Of The Necessary Personnel And The Provision Of The Necessary Infrastructure. To Procure These Services, The Open Procedure In Accordance With Art. 18 Ivöb Is Used With A Functional Design In Three (3) Iterations (See Specifications, Section 2.4): Selection Of Providers For The Iterations All Providers Who Meet The Conditions Of Participation, The Suitability Criteria And The Project Requirements Have The Opportunity To Submit An Offer. The Detailed Spatial And Temporal Deployment Concept Is Developed - In The Sense Of A Functional Design Of The Process - Within The Framework Of Up To Three (3) Iterations. The Selection Of Providers For Iteration 1 Is Based On The Evaluation According To Document 001.0_Requirements Catalog. The Up To Three (3) Best-Rated Providers Will Be Invited To Further Develop Their Offer Within The Framework Of Up To Three (3) Functionally Designed Iterations. Iterations 1 To 3 The Aim Of The Iterations Is To Develop The Final Offer. The Functional Design Of The Up To Three (3) Iterations Serves To Allow The Providers To Refine The Professional And Technical Aspects Of The Offer In Each Iteration, So That At The End Of The Last Iteration, The Offer That Best Meets The Clients Requirements Is Awarded The Contract. The Iterations Are Checked According To The Iteration-Specific Criteria Listed In The Requirement Catalogs Iteration 1 To 3. The Detailed Requirements And Award Criteria For Iterations 1 To 3 Will Be Made Available To Providers With The Invitation To The Respective Iteration. The Procuring Body Reserves The Right To Decide In The Course Of The Process In Which Iteration How Many Providers Will Be Moved On To The Subsequent Iteration. As Part Of Iterations 1 To 3, The Following Remuneration Will Be Paid To The Providers Approved For The Respective Iteration: Iteration 1: Chf 2,000.00 Excluding Vat Iteration 2: Chf 5,000.00 Excluding Vat Iteration 3: Chf 1,000.00 Excluding Vat
