Survey Services – Drafting Prup And Planmer For The North-South Connection In Wetteren. The Assignment Concerns The Preparation Of A Provincial Rup (Prup) And Plan Eia In Accordance With The Provisions Of The Flemish Decree And In Which The Integration Track Is Followed. The Aim Of The Prup Is To Environmentally Investigate And Legally Anchor The New North-South Connection In Wetteren. North-South Connection Means A Railway Route (A Passage Of The Existing Railway, Line 50) Connected To A Scheldt Route (Passage Of The Scheldt). The Respective Routes Must Connect To The Existing Supra-Local Road In Wetteren, Namely The Noordlaan/Kwatrechtsesteenweg (N) And Zuidlaan (Z) For The Railway Routes And The Cooppallaan (N) And Noordlaan (Z) For The Scheldt Route. The Assignment Consists Of Three Sub-Assignments: An Alternatives Study, The Preparation Of A Plan Eia And The Preparation Of A Prup. Alternatives Research The Prup Phase Was Preceded By A Preliminary Phase. Together With Various Partners (Province, Wetteren, Infrabel, Awv, De Vlaamse Waterweg, Mow And Dep. Environment), Various Scenarios Were Investigated And Weighed Against Each Other; This Led To A Preferred Scenario, I.E. A Most Desirable Scenario According To The Partners. The Alternatives Study Starts From The Scenarios And Assessment Framework Of The Preliminary Phase: These Are Tested For Eia Quality And, To The Extent That The Eia Methodology Allows It, Are Adopted And Refined In The Alternatives Study. The Result Of The Alternatives Study Is A Listing Of The Reasonable Alternatives Compared To The Unreasonable Alternatives. Formatting The Prup The Reasonable Scenarios Are Included In The Plan Outline In The Prups Initial Memorandum. A Choice Is Then Made In The Preliminary Design Phase, Based On The Results Of The Eia Plan: The Most Desirable, Reasonable Alternative Is Legally Anchored In The Prup. Preparation Of Planmer The Reasonable Scenarios From The Alternatives Study Are Fully Elaborated In The Planmer (Complete Planmer Study). This Sub-Assignment Also Because Of The Additional Traffic Counts And Traffic Modeling That Would Be Required In The Context Of The Sea Plan. A Probable Number Of Three Scenarios To Be Worked Out Is Assumed. An Integral Part Of This Initial Assignment Is The Delivery Of Substantive And Graphic Material To The Client, And Coordination And Coordination With The Contract Holders Of The Specifications Communication And Participation With Regard To The North-South Connection In Wetteren, The Spatial Safety Report (Rvr) And The Agricultural Impact Report (Ler). These Orders Will Be Placed On The Market In The Next Step Of The Prup Phase.
