The Aim Is To Avert Acute Danger During Heavy Rain Events Through Early, Target Group-Specific Alerting. The Measure Serves To Avert Danger, Protect Life And Limb And Property And Is Intended To Improve The Operational Capability Of Emergency Services And The Populations Ability To Protect Themselves. The Service Includes The Complete Technical And Organizational Implementation Of A Modular System With The Following Components: Project Management, Urban Data Platform, Heavy Rain Early Alarm System. Project Management Is Responsible For The Overall Coordination Of The Technical Implementation, Communication With The Project Sponsors And The Training Of The Actors Involved. There Are Two Project Locations To Be Considered On The District Side. Communication With All 42 Municipalities In The Two Districts Must Be Ensured. The Two District Control Centers Receive Separate, In-Depth Instructions On The Alerting Software. The Project Management Is Responsible For Selecting Suitable Sensor Locations, Installing The Sensors And Integrating Them Into The Alarm System. The Coordination Of The Hosting Structure, Software Maintenance And User Rights Management Is Also Part Of The Service. The Data Platform Is To Be Designed As An Open, Modular Multi-Client Solution. It Must Ensure Very High Availability. The Platform Serves As The Technical Basis For The Alerting Software And Must Enable Future Expansions. The Operation Takes Place In Compliance With Applicable Standards For Data Protection, Documentation And Updates. The Platform Must Be Designed As An Open Source Solution And Operated In A Legally Secure Manner. The Alarm System Must Be Implemented As An Ai-Supported Application On The Data Platform. It Processes Real-Time Data From Innovative, Self-Sufficient Iot Sensors And Links Them To Publicly Accessible Data Sources. The Sensors Should Support Various Radio Standards And Be Able To Rely On Satellite Communication In The Event Of A Power Failure. The Software Is Intended To Enable A Realistic Visualization Of The Current And Forecast Danger Situation And Take Into Account The Warning Levels Of The German Weather Service. User Rights Must Be Differentiated For Citizens, Control Centers And Administration. The Software Must Be Highly Available. An Automatic Plausibility Check And Data Backup Must Be Ensured. The Solution Must Be Able To Be Continuously Developed And Be Able To Integrate Additional Functions Such As Danger Messages With Georeferencing Or Building-Specific Protection Profiles.
