The Subject Of This Public Procurement Includes The Provision Of Consulting Services Related To The Organization And Management Of The Project Construction Of A Composting Plant For Biodegradable Waste For The Needs Of The Wastewater Treatment Plant - Shumen, Which Serves The Municipalities Of Shumen And Novi Pazar, Financed By Administrative Contract No. D-34-26/28.05.2025. For The Provision Of A Grant Under The Environment Program 2021-2027, Co-Financed By The European Regional Development Fund And The Cohesion Fund Of The European Union Under A Procedure Through Direct Provision To A Specific Beneficiary Bg16ffpr002-2.003 Measures To Build, Expand And/Or Upgrade Municipal/Regional Systems For Separate Collection And Recycling Of Biodegradable Waste. The Subject Of The Order Includes The Following Activities: Preparation Of Requests For Funds, Reports, References And Attachments To Them, As Well As Any Other Documentation Related To The Implementation Of The Activities To Be Presented To The Ma, As Well As Through Isun 2020 Compliance With The Correct And Timely Implementation Of Project Activities Compliance With All Regulatory Documents Of The Pes And General Regulatory Documents For The Implementation Of Projects Financed With Eu Funds Identification And Timely Reporting Of Identified Irregularities In The Implementation Of The Project, As Well As For The Case In Which It Can Be Assumed That There Are Irregularities Organizing And Removing Incompleteness And/Or Inconsistencies In The Reporting Documents Observing The Compliance Of The Costs With The Undertaken Obligation Observes And Controls The Implementation Of The Individual Activities Of The Project, As Well As Applies Corrective Actions And Measures. Performs Comprehensive Monitoring Of The Project; Preparation Of Documentation For The Award Of Public Contracts For The Selection Of Contractors For The Project Activities That Were Not Announced At The Application Stage And Providing Assistance In The Stage Of Conducting The Same, If Necessary. When Carrying Out Control Activities And Monitoring, The Team Will Monitor Compliance With The Clauses Of The Contracts Concluded With Contractors. Will Control And Observe The Overall Technical And Financial Implementation Of The Activities. The Physical Progress In The Implementation Of A Specific Activity Will Be Tracked, And In The Event Of A Discrepancy Between The Clauses Of The Concluded Contracts, The Actual Implementation Of Any Of The Project Activities, Lagging Behind The Implementation Schedule, Conflict With The Requirements Of The Financing Agreement And Any Other Kind Of Gaps And Discrepancies, The Team Will Propose To The Contracting Authority To Take Corrective Measures. A Minimum Of Three Key Experts Should Be Provided For The Implementation Of The Service: Coordinator, Lawyer And Monitoring And Reporting Expert.
