Advance Procurement Notice for Market Sounding Activities Title of Proposed Project: Proposed Maritime Development Project Brief Description of the Project The Republic of Vanuatu is seeking financing from the Asian Development Bank to fund priority maritime development project. Part of this project includes civil works to reconstruct the existing Simonsen facility which is located on the sheltered Segond Canal in Luganville on the Island of Espiritu Santo and the construction of new wharf and ramp at the Port Sandwich facility which is located at the south of Malekula Island in MALAMPA province. Ministry of Infrastructure and Public Utitlies (MIPU) has undertaken a detailed design for the proposed works based on upgraded facilities, where possible utilizing existing on-site infrastructure. Brief Description of Goods and Related Services, Works, or Consulting Services to be Procured Further to the Invitation for Bidding in 2022 (which was cancelled subsequently), MIPU is currently considering the most appropriate approach to rebid the construction of the proposed reconstruction of Simonsen Wharf and construction of new wharf and ramp at the Port Sandwich Wharf facility Market Sounding Process A market sounding process will be undertaken to support MIPU to gauge the level of interest and capacity from the supplier market, to consider views on the suitability of the proposed form of contract and requirements, to receive feedback on the proposed timing and programme of the work and identify risks and opportunities, including available and emerging technologies and systems to achieve the desired outcomes of this project, in particular local participation and long term sustainability of the asset for operation and maintenance. The market sounding process will consist of: 1. A Request for Information (RFI) process consisting of a RFI document and separate response form, seeking written responses to targeted questions from interested parties between 17 November until 19 December 2025 Manila time. 2. A hybrid market briefing (approx. 60mins) hosted by MIPU and ADB during the RFI period, to be held on Monday 15 December 2025 in the morning. The market briefing will provide an opportunity for interested parties to hear directly from the project team on the project objectives, current status, technical considerations and the anticipated approach to procurement Interested parties will be given the option of participating in either or both of the RFI process and market briefing, and will be provided with additional information on the process and requirements following registration. Parties that choose to participate in the RFI process is requested to submit their response to the Request for Information by close of business hours at 6PM (Manila time) on 19 December 2025 (Friday) to Mr. Henry Worek, Director General, MIPU (hworek@vanuatu.gov.vu) and copy Mr. Andre Iatipu, Director, PWD (iandre@vanuatu.gov.vu), Mr. Robson Tari, Acting Director, Department of Ports and Harbor (trobson@vanuatu.gov.vu), Ms. Anna Salwai, Director, VPMU (asalwai@vanuatu.gov.vu), Ms Nancy Wells (nwells@adb.org) and Ms. Jenny Chu (ychu@adb.org). Attendance of the market briefing and/or participation in the RFI process is not mandatory and will not preclude participation in any future procurement process for the Proposed Maritime Development Project.
