Construction Work - Request For Participation: Procurement Of The Tikkurila Health And Family Center As A Rental Project. The Welfare Area Of Vantaa And Kerava (Procurement Unit) Asks Candidates To Send Their Participation Applications In Accordance With The Published Procurement Notice And Its Appendices. The Object Of The Procurement Is A Health And Family Center To Be Built In The Welfare Area Tikkurila Using A Rental Model. The Tikkurila Health And Family Center Will House Several Health And Social Services Functions. In Addition, The Project Also Includes Business Premises And Underground Parking. The Following Welfare Area Services Are To Be Located In The Building: Health Center Services, Substance Abuse And Mental Health Services, Oral Health Care, Adult Social Work, Services For Children, Young People And Families, And An Open Meeting Place In Cooperation With The City Of Vantaa. Hus Diagnostiikas Services Will Also Be Added To The Premises. The Procurement Unit Rents The Premises In Their Entirety. Other Possible Users Of The Premises Will Be Sub-Tenants Of The Procurement Unit. The Building Site Is Plot 92–61–206–7 At Kielotie 13 And Lummekuja 1, 01300 Vantaa. The Building Is Leased For A Period Of 35 Years, After Which The Procurement Unit Has An Option For A 15-Year Lease Period. Annex 4 Of The Request For Participation Contains A Land Lease Agreement, The Terms Of Which Are Intended To Be Final. The Duration Of The Land Lease Is 60 Years. In The Current Site Plan, The Plot Is Marked With The Block Area Of Downtown Activities C. The Plot Has A Building Permit Of 21,000 Square Meters, And It Is Also Possible To Build Two Underground Parking Floors. All Building Rights According To The Site Plan Are Used. In Addition, Underground Parking Facilities And The Necessary Technical Facilities Will Be Implemented. The Chosen Lessor/Contractor Is Responsible For The Design And Construction Of The Site In Accordance With The Project Contract. The Procurement Unit Will Be Responsible For The Maintenance Of The Building In Accordance With The Lease Agreement And The Division Of Responsibilities Table. The Application For Participation Can Be Made By The Future Landlord Or The Main Contractor Alone Or By The Landlord And The Main Contractor Together. If The Application For Participation Is Submitted By The Lessor Or Main Contractor Alone, A Partner Participating In The Project Who Meets The Set Suitability Requirements Must Be Named By The End Of April 2026 At The Latest. The Project Is Described In More Detail In Appendix 1 Project Description Of The Request For Tenders. Appendix 2 Of The Request For Participation Draft Project Agreement And Appendix 3 Draft Rental Agreement And Appendix 3.1 The Division Of Responsibilities Table Is Provided As A Basis For Negotiations. The Contract Terms Are Preliminary And Will Be Specified Based On The Negotiations In The Final Request For Tender. Regarding Accessibility, The Construction Act (751/2023) And The Government Decree On Building Accessibility (241/2017) Must Be Taken Into Account. The Law On The Rent Of Commercial Apartments (482/1995) Applies To The Acquisition, With Regard To The Renting Of A Completed New Building.
