The Customs Laboratory Needs A New Liquid Scintillation Counter (Lsc), Because The Current Device Has Already Been Written Off And Needs To Be Replaced. The Lsc Is Used To Determine Whether A Fuel Has A Fossil Or Biological Origin. The Customs Laboratory Expects To Examine Approximately 1,000 Samples With The Lsc Every Year. The Purpose Of This European Tender Is To Conclude An Agreement Between Customs Laboratory And One Contractor For The Delivery And Preventive And Corrective Maintenance Of The Liquid Scintillation Counter. The Tender Is Carried Out By The Rivm, On Behalf Of And For The Customs Laboratory, In The Context Of The National Laboratory Procurement Category. National Procurement As A Result Of The Compact National Service Implementation Programme, Rivm Was Designated As A Procurement Implementation Center (Iuc) Of The National Government At The End Of 2012. One Of The Tasks Of The Iuc-Rivm Is The Implementation Of The National Laboratory Procurement Category. Objectives Of Category Management Include Knowledge Bundling And Purchasing Cooperation Per Product Group. Participants In This Purchasing Collaboration Are The Dutch Food And Consumer Product Safety Authority (Nvwa), Dutch Forensic Institute (Nfi), Tax Authorities/Customs Laboratory, Cultural Heritage Agency (Rce), National Institute For Public Health And The Environment (Rivm), Rijkswaterstaat / Water Service, Defense (Various Laboratories). This Tender Is Carried Out In The Context Of The Laboratory Category By The Iuc-Rivm. The Customs Laboratory Is Part Of The Tax Authorities Of The Ministry Of Finance And Its Primary Task Is To Examine The Nature And Composition Of Samples Of A Wide Range Of Cross-Border Goods Offered By Customs And To Provide Advice For Classification In The Tariff Of Import Duties, Levy Regulations, Agricultural Regulations, Excise Duties And Consumption Taxes. In Addition, The Customs Laboratory Examines Samples Taken In Connection With Legislation In The Field Of Safety, Health, Economy And Environment (Vgem). The Laboratory Also Functions As A Knowledge Institute For Providing Advice In The Field Of Customs Controls. The Customs Laboratory Bases Its Advice On (Bio)Chemical-Analytical Research, Product Knowledge And Knowledge Of The Relevant Legislation. The (Bio)Chemical-Analytical Research Is Done With A Wide Range Of Techniques, Ranging From Microscopy And Wet-Chemical Testing To Analyzes With High-Quality Equipment Such As Xrf, Nmr And Hr-Ms. The Reliability Of Laboratory Advice Is An Important Factor. This Is Supported By A Combination Of Knowledge Of Analytical Chemistry, Product Knowledge And Knowledge Of Customs Legislation. The Reliability Is Confirmed By Accreditation According To The Strict International Standard Iso 17025. A Total Of Approximately 80 Employees Work At The Customs Laboratory, Almost All Of Whom Have A (Bio)Chemical Background.
