The objective of the Transport and Resilient Infrastructure Project for El Salvador is to (i) improve resilient connectivity in targeted areas of the Northern Metropolitan Area of San Salvador, (ii) enhance sustainable national road sector management and (iii) in case of an Eligible Crisis or Emergency, respond promptly and effectively to it. There are four components to the project, the first component being connectivity improvement for the Northern Metropolitan Area of San Salvador. This component seeks to strengthen the road infrastructure in northern Metropolitan Area of San Salvador including the municipalities Apopa, Tonacatepeque, and Ciudad Delgado by building a bypass and implementing complementary road safety and resilient connectivity interventions in the area. The second component is the institutional capacity building for a climate-resilient, safe, and inclusive road infrastructure. This component will implement capacity-building activities to strengthen GoES institutional capacity in managing the national road network. The third component is the project management. This subcomponent will strengthen the MOPT’s implementation capacity, by providing support for, inter-alia: (i) project management and coordination; (ii) monitoring result evaluation and impact assessment activities; (iii) fiduciary administration and oversight, internal controls, and project financial and technical audits; (d) MOPT’s systems for environmental and social standards risk management; (iv) outreaching stakeholders for awareness on the project, citizen engagement and establishment of grievance mechanisms; and (v) training of the PIU staff, including on fiduciary and environmental and social matters. Finally, the fourth component is the Contingency Emergency Response Components (CERC) (with an initial zero-dollar allocation).
